ICT Portfolio Manager

What will you be bringing to the team?
- Design and implement an ICT portfolio and programme management framework aligned with institutional strategic objectives.
- Lead innovation and continuous improvement initiatives, incorporating automation and emerging technologies where appropriate.
- Oversee change management activities, including execution of Change Advisory Board (CAB) processes.
- Define, prioritise, and govern the portfolio, balancing business priorities, dependencies, and resource constraints.
- Direct the planning, execution, and control of ICT programmes and projects, ensuring delivery within scope, budget, schedule, and quality parameters.
- Establish and maintain portfolio governance structures, convene boards, and document decisions.
- Monitor performance through KPIs, dashboards, and reporting mechanisms; provide analysis, forecasts, and improvement recommendations.
- Align initiatives with technology roadmaps, capability development plans, and institutional objectives to ensure coherence across technical and programmatic domains.
- Coordinate cross-functional teams and stakeholders, facilitating collaboration across organisational units.
- Manage risks, issues, and interdependencies, ensuring timely mitigation and stakeholder engagement.
- Prepare assessments, briefs, and presentations for senior leadership and governance boards.
- Contribute to the development and implementation of the Institution’s Technology Strategy and business continuity planning.
- Maintain effective stakeholder communication and reporting mechanisms.
- Deputise for higher-grade staff as required and perform additional assigned duties.
Requirements
- Master’s degree in a relevant discipline with at least 5 years of related experience, or Bachelor’s degree with at least 8 years of related experience.
- Senior-level technical management experience in ICT environments.
- Demonstrated expertise in portfolio and programme management within complex, multinational settings.
- Experience overseeing R&D initiatives in ICT and C4ISR systems and services.
- Strong capability in developing and maintaining management artefacts, performance dashboards, and executive reporting.
- Proven experience briefing senior technical and non-technical stakeholders.
- Established ability to assess risk, negotiate with stakeholders, and provide pragmatic solutions.
- Broad, multidisciplinary knowledge across ICT domains.
- Solid experience planning and monitoring IT project and service portfolios, including cost and schedule forecasting.
- PMP or PRINCE2 Practitioner certification required.
- Excellent written and verbal English communication skills.
