The European Endowment for Democracy is looking for a committed and experienced Human Resources Manager to join its Secretariat in January 2021.

This opportunity offers a broad exposure through advising on as well as managing a wide range of human resources, career development, contract management and recruitment processes.

*This position is initially foreseen as part-time (3 days per week). Considering EED team growth, in coming years it may extend to full time.

1. Main task of the post is:

  • Supporting Executive Director in managing Human Resources of EED.

2. Duties and Responsibilities:

The Human Resources Manager works closely with the Team and Events Coordinator and Director of Operations and reports directly to the Executive Director and shall work on:

Staff Career Development:

  • Managing the implementation of EED’s appraisal system and conducting periodic job satisfaction surveys;
  • Leading and providing advice on updating the Staff Manual and job descriptions;
  • Advising on possibilities for professional development of EED Staff, principally trainings (with Team and Events Coordinator);
  • Managing the maintenance of personnel records (including performance appraisals).

Staff Recruitment:

  • Overseeing and advising on the recruitment process of new EED staff members (establishing long list, arranging written tests and interviews, participating in interviews, supporting the preparation of contracts);
  • Managing and designing induction programmes for new employees and trainees; overseeing the implementation of the induction programmes; overseeing EED leavers’ procedure (with Team and Events Coordinator);
  • Overseeing the recruitment calendar and processes as well as contracting of EED trainees (including liaising with Bruxelles Formation and other relevant stakeholders involved).

Other Human Resources Tasks:

  • Managing and advising on employee safety, welfare, wellness, health and other important staff issues;
  • Selecting and overseeing relations with legal advisers, training specialists, staff service providers such as CIGNA and similar;
  • Monitoring changes of the Belgian labour law and regulations, and keeping staff updated;
  • Overseeing any HR related issues for EED's consultants, who deliver regular services to the EED Secretariat;
  • Work in close relations with the Conseiller en prévention;
  • Performing other tasks for the Executive Director as required.

3. Key eligibility and selection criteria:

a. Conditions for eligibility:

  • Preferably being a national or having permanent residence permit in Belgium or in one of the EU/EEA countries or Switzerland;
  • Being entitled to his/her full rights as a citizen;
  • Having completed any obligations imposed on him/her by the laws concerning military service;
  • Producing the appropriate character references as to his/her suitability for the performance of his/her duties;
  • Being physically fit to perform his/her duties.

b. Essential selection criteria:

Level and type of formal education:

  • University Degree in Human Resource Management, Social Science, or related discipline.

Professional experience:

  • At least five years of proven full-time professional experience in human resources;
  • Sound knowledge and at least 2 years experience with Belgian labour legislation;
  • Fluency in English (working language of EED);
  • Full professional fluency of French and/or Dutch mandatory (to communicate with Belgian institutions);
  • Experience in working in an international environment;
  • Experience in working in NGO or public sector;
  • Ability to keep full confidentiality about all assigned tasks and related documentation as well as capacity to exercise confidentiality, discretion and tact when dealing with diverse groups of people;
  • High degree of communication skills and excellent interpersonal skills;
  • Ability to provide at least three (3) references as to the suitability for the performance of duties.

5. Terms of contract:

EED is not an international organisation or EU institution and its employment contracts are fully based on Belgian Employment Law.

Indicative GROSS salary may range from €4,500 to €5,000 per month (for 3 days a week) depending on experience and individual circumstances, plus competitive personal benefits (subject to Belgian tax and social security).

An initial contract of two years will be offered. This will be followed by an indefinite contract, subject to satisfactory performance and available funds.

Expected start day at EED: February 2021.

Working place: EED Secretariat located in the centre of Brussels, Belgium.
